House of Lords (Senates):
It is the supreme parliamentary council, and it is considered the most powerful legislative authority in the country . The council is built upon the following bases:
- It is made up of the elite in the society including highly-efficient cultural, political, members. It also stipulates having a university degree at least for nomination as it is considered the council of the wise and the talented Syrians.
- The council comprises elected members through direct voting, and members who are appointed from all active political parties enjoying the required qualifications. Each political party is to nominate an equivalent number of candidates. We believe that the number of parties' candidates shall be equivalent to the number of liberal candidates.
- Absolute freedom in drawing up any new law bill or amendment of an old law including the state's constitution. The final decision requires the House of Parliament's agreement.
- Monitoring safety of public freedoms and ensuring the non violation of human rights. This can be realized by forming a competent committee within the council, and bureaus all over governorates to receive complaints pertaining to these violations.
- Calling upon government's and state's officials including the Premier and the President of the state to appear before competent committee the council to view their performance and their mistakes. Besides, they are to be called for account in case of failure and withdraw confidence from the government if necessary.
- Drawing up foreign policies and the approval of international treaties and agreements before being authorized by the president of the state.
- Recognition and abortion of emergency law.
