The Prime Minister is to be appointed by the president of the state, and would be selected from among the members of the party that wins the majority in the elections.
He is to overtake the public internal policy of the state including carrying out the projects, developing services, public budget and internal security.
Confidence is withdrawn from the government with the majority of the two councils (The Senate and the congress), and the president of the state shall assign another candidate from the party to form a new cabinet. In case of vote of no confidence once more, the president of the state shall appoint another candidate from a different party.
The president is never entitled to interfere in the government action, yet he is entitled to submit his objections to the House of Lords to hold call the government for account.
The government is held responsible before People's Assembly a House of Lords by submitting its plans and program, and by justifying its failure. The Two councils are entitled to withdraw confidence and call the negligent for account as well as referring them to the judiciary if necessary.
