Our party has a strong belief in the following foundations which form its constitution and the basis of its initiatives and its framework:

1. Syria is a free democratic Arab country that enjoys a parliamentary system presided by an elected president with limited authorities.
   
   
2. There is a complete separation of the state's presidency from that of the government, as well as a complete separation of the state's three authorities (executive, legislative, and judiciary).
   • Executive authority: Represented in the state's presidency and the government chairmanship.
   • Legislative authority: Represented in two councils:
   • Parliament ( congress )
   • The House of Lords ( Senates)
   • Legislative authority: Completely independent.
     
     
3. Sovereignty of law and enjoining its respect on all citizens without any exception whatever formal ranks or social positions they hold.
   
   
4. Aborting emergency laws and arbitrary arrests that may afflict the citizens and their freedoms, and conflict with the axioms of human rights and laws, as well as the statute of the constitution.
   
   
5. Ensuring public freedoms , safeguarding human rights , and the necessity for drawing up a non-governmental body affiliated to the Senates to receive citizen's complaints pertaining to the violation of their rights.
   
   
6. We believe in multi-party system and the participation of these parties in the political life whatever their programs and ideologies are, provided that their programs are not founded on religious, sectarian or ethnical bases.
   We believe that all parties adopting violence, hate or intolerance to others should be banned from participation in the political life. No party is allowed to have militant of any kind .
   
   
7. We believe in the complete separation of religion from politics , and the principle "Religion is for God and homeland is for all".
   
   
8. Modernizing the religious oration and keeping away from spasm in the Islamic speech and teaching religious culture by means of moderate men of religion so as not spread notions of religious extremism, violence and terrorism that jeopardize the security of the society and the whole world as well.
   
   
9. We believe that the legislation in the country is a civil one liable to change with the changes of life. We also believe that legislation inspire its provisions from the necessities of life and life variables, taking into consideration the values, traditions and customs of the society. In addition, it doesn't necessarily resort to Islamic, Christian jurisprudence or any other sectarian legislation.
   
   
10. The entire equality between man and woman in all fields.
    
    
11. We do believe that the benefit of the society is based on maintaining and securing the interests of the individuals and the rights of the individual shan't be sacrificed for the benefit of the society.
    
    
12. Making a thorough reform in the governmental body concerning its organizational structure, its systems and its regulations in a way consistent with the spirit and the technology of the age. This can also be done by combating corruption with stringent laws against bribery and tampering with the state's funds.
    
    
13. Granting social and vocational associations the complete independence to go without any government or political trend.
    
    
14. Transferring the ownership of the government mass media to private companies, and implementing the freedom of expression free without any restraints.
    
    
15. We have a strong belief in a free open economy:
    • Shifting most public ownerships into private ones.
    • Promoting investment, the recruitment foreign capitals in the country and providing all facilities including temporary exemption of taxes.
    • Updating banking work and promoting opening foreign banks.
    • Giving due care to our tourist facilities as well as developing them.
      
      
16. We believe in political struggle as the only means to settle our internal and external affairs. We discard violence and military options.
    
    
17. We believe that armament race is merely a squander of our limited energy; and that the regular army is neither capable of safeguard our country nor retaining our usurped lands. Hence, we believe it is a must that the demobilization of the army and replacing it with limited highly-trained military units able to fight guerrillas' warfare equipped with highly-developed individual weapons at low costs.
    
    
18. We believe in using all forms of political, but not military, pressure to retain our frontiers and our usurped lands from Israel . We also believe in the possibility of establishing peace with Israel once it has withdrawn from our occupied lands.
    
    
19. We believe in the right of the Palestinian people to proclaim their independent sovereign state side by side with Israel . We support their political struggle and stand in neutrality as far as their military struggle is concerned. We denounce any military action targeting the Palestinian or Israeli innocent civilians. |
    
    
20. We believe in having as much peaceful relations and a diplomatic representation with all world countries as it is convenient for our national interests, and playing a neutral role towards all international conflicts.
    
    
21. We realize that the Arab unity is a lovely illusionary and unnecessary dream but:
    • We believe that Arab solidarity is an urgent strategic necessity.
    • We believe in diligent work to create strong intricate economic interests and to establish the Arab Common Market to pave the way for a convenient environment for a true Arab union.
    • We believe that the Arab League is the legitimate diplomatic institution that represent the Arab world, and hence believe in the uninterrupted work to strengthen and activate it.
